Moro Rock is one of a chain of enormous rocky outcrops (volcanic plugs) along the coast of California. This one is unique in that it juts out to sea. Earlier in the 20th century it was mined for its extremely hard rock, but fortunately was named a sanctuary, Birds nest high on its cliffs. Look carefully and you will see a seal in the water in the center of the picture, and a kayak near the shore which will give a sense of the immense size of this outcropping.
